The parameter names are read directly from your source reports. Crystal Delivery will then allow you to assign values to the parameters.

It doesn't appear that your report contains any parameters because they should be listed in the region you show in your screenshot. The parameters are created in Crystal Reports, not Crystal Delivery. If there was a parameter listed, you could click on the double blue arrow to get an input for listing parameters values, dates, times, and dynamic parameter options.
