Error 1931: Windows Installer Service 5.2.3790.2453

I installed Crystal Delivery 6.1.8 on my windows 2003 server SP1 and during the installation it showed me the following window:

[i]Error 1931. The Windows Installer service cannot update the file system file C:windowssystem32itss.dll because the file is protected by Windows. You may need to update your operating system for this program to work correctly. Package version: 5.2.3790.2453, OS protected version 5.2.3790.2427[/i]

After a click on the button OK, the installation continued successfully.
The problem is that I can't use all options of crystal Delivery. The configuration of a report is not possible.

question 1: Is the application Crystal Delivery working on a windows 2003 server SP1 operating system?

question 2: how can I update the file itss.dll or and itircl.dll to get the same version as the Crystal Delivery MSI package?
(on windows xp sp2 this version is installed)

From past user responses, I will guess the Crystal Delivery does not run on Windows 2003 server but I can not test this setup to verify.

It is possible to run the new version of Crystal Delivery (version 7.0.2.0 ) on a windows Server 2003?

I have received the same error but if you hit ok it installs successfully. I have it running on MS Server2003
