After running the install for CD 7.0.3.1, upgrading from CD 5.9, Is there a way to restore my report schedule?

Unfortunately not. Versions starting with 7.x.x.x are based on an entirely rewritten application in VB.Net 2005. One of the casualties of rewriting was the loss of backward compatibility with versions 6.x.x and earlier.
