I don't think hhctrl.ocx will cause any errors when interfacing with Crystal Reports. From what I can tell, it is used for the help files only.
For the error you describe, can you better tell me when it occurs? Do you get the error when opening the 'Crystal Reports Settings' form (by clicking the double arrow in the report name)? Or do you have parameter prompting on and get this error when Crystal Reports prompts for the missing parameters?
